Chapter I.

.SI.AL.S

Regulation 1. From the date of the enforcement of these regulations all mining affairs of the whole Province shall be dealt with in accord- -ance with these regulations, and all licences that were issued by the former (Ching) Dynasty shall be renewed within 8 months from the date of enforcement. The grant of a new licence for mining will be subject to the following special conditions:-

(a). No licence to open a mine will be granted until it is ascerta- -ined that no dispute will arise in respect of any fields and graves in

the neighbourhood.

(b). On the granting of any licence the Commissioner shall notify the district officials, and the licensee also will submit a detailed

report to the to be filed.

(c). Due protection will be given to the licensee.

(d). A licence will only be valid as long as no foreign capital is invested in the proposed undertaking, and in case foreign shares are raised, special reports shall be made and a new licence will be issued

instead.

(e). It is unlawful by mis-naming the locality to apply for per- -mission to open a mine for which a licence has already been granted to

some one else.

(f). These special rules will continue in force until new regula- -tions have been made by the Central Government.

In the new licence for prospecting for mines there will

be specified the following special rules:-

(a). No such prospecting for mines as will cause dispute shall be

undertaken by the licensee.

(b). Due protection will be afforded to the licensee.

(c). On the granting of any licence the Comissioner shall notify

the district officials, and the licensee also will submit a detailed report to them to be filed.
